A Comparative Study of Wage Levels in the Process of Industrialization between China and Foreign Countries

The Sixteenth-National Congress of the Communist Party of China hasproposed that China should take the road of new type industrialization. TheThird Plenary Session of the Sixteenth Central Committee has put forward thescientific view of development and the Four Plenary Session has urged thatChina should construct socialist harmonious society. All these can be viewedas the important theoretical innovations and strategic moves in the historyof industrialization in our country. Based on the ultimate principles ofMarxist political economy, guided by Mao Zedong Thought, Deng XiaopingTheory and the important thought of "Three Representatives", using theresearch methods of historical materialism and materialist dialectics,drawing on the reasonable and scientific elements embodied in western wagetheories and developmental economic theories, this paper probescomprehensively and systematically into wage levels both in China and inforeign countries in the process of industrialization.From the new perspective of comparability, this paper attempts tosurvey retrospectively different wage theories in more than two hundredyears, with some typical countries and regions as the object of the studysuch as Britain, the United States, Latin American countries, Asian "FourDragons" and China, to investigate wage levels in these countries or regionsin the process of industrialization, to compare wage levels in differentcountries or regions in different phases of industrialization, to explorethe causes which influence wage levels, to analyze the factors which affectwage levels, and, for the purpose of solving the problem of wage disparity in the present stage of industrialization in our country, to put forwardmy thesis as follows.Guided by the scientific view, we should develop our economy rapidlyand soundly and administer economic support to the continuous elevation ofwage level and the reduction of wage disparity. We should centre on theconstruction of social fairness and improve and perfect the regulatorymechanism of income, which is an important measure to narrow the wideningwage disparity. We should offer equal education opportunity to everyone,improve the quality of labor force and lay the foundation for the reductionof wage disparity and the elevation of wage level. Providing equal employmentopportunity and caring and helping the underprivileged in particular wouldbe the dynamic force to narrow wage disparity. We should improve and perfectsocial security system and let everyone share the benefits brought about byreform and opening up, new type industrialization and rapid economicdevelopment, which would guarantee the co-construction and sharing ofsocialist harmonious society.That is what the author of this paper attempts to expound as well asthe author' s effort to bring forth new ideas.
