Harbin is an important traditional industrial base in our country and a super-huge key city, which is entering industrialized middle period, and the task is strenuous to transform the old industrial base and the industrialization of area. To realize economical leap-type and sustainable development, it's indispensable to give full play to the first production function of science and technology, pay attention to depending on the scientific and technological progress and improving labors' quality, and to improve economic growth quality and benefit.The dissertation researches on support ability of the new-type industrialized science and technology in Harbin. It is an innovative study to realize the historical task that the 16th National Congress of Communist Party of China puts forward better and to realize the goal of construction of well-off society comprehensively.
