The retrospective consciousness and ability is one of the sighs of an academic subject moving towards maturity. The dissertation is exactly intended to analyze strength and weakness of educational evaluation theory and practice at different times in history by retrospecting the theory and practice of conventional educational evaluation. In that process, it is sorted out that educational evaluation ideas for the purpose of development spring up. Those ideas are drawn on to probe into the problems in theory and practice of China higher education. It is clarified that developmental educational evaluation on higher education is very necessary. The final purpose of educational evaluation shouldfocus on the future development of education rather than putting evaluated objects in order. Thisdissertation stresses that evaluation should act as a tool for individual and institutional learning in order to promote education sustained development.The preface of the dissertation concretely expounds and defines the aims, range and methods of this research and against historical backgrounds of 20th century, aims to retrospect and analyze the theory and practice of China higher education evaluation. The first chapter puts forward the problems existing in theory and practice of conventional evaluation on China higher education. For that, it is necessary for us to probe into new theory and practice. To begin with the analyses of the conception of educational evaluation and higher educational evaluation, the chapter also states that development becomes the needs of educational evaluation itself. Developmental educational evaluation aims at promoting the future development of evaluated objects. The third chapter deals with the values of developmental evaluation, the types of values and how to realize these values. The fourth chapter reveals the practical views of developmental evaluation based on the analyses of statism and non-statism practical conception which approaches the practical model of developmental evaluation on universities.
