University science park, an important extension of the social function of a university in the era of knowledge economy, is a significant component of national innovative system. This paper aims at carrying out a comprehensive investigation on the current situation of some national university science parks and their supporting universities in the ways of expert interview, on-the-spot investigation and literature review. Theoretical and empirical methods such as literature review, contrastive analysis and case studies are adopted in this study on the basis of theories in higher education, management, economics, system science etc.This research focuses on the development of university science parks in China from the perspective of higher education. It is composed of four parts: (1) Based on the definition of university science park, the developmen history of science parks in the world is investigated and the relevant theories about them are analysed. (2) This research carries out a systematical analysis on the developmental history, background, organizational features, function orientation and development mode about the university science parks in China. The main development characteristics of our university science parks is summarized and selectively compared with those of university science park in the foreign countries. (3) On the basis of the initial construction of the interacting frame between university science park and the university, this paper draws conclusions from the three aspects such as the technology transfer from the university to the park, the discipline construction and enterprise education of the university, combining with relevant cases studies. Thus, it systematically analyses the mutual working mechanism and influencing factors between university science parks and the universities. (4) In addition, this paper carries out an in-depth analysis about the principal problems and their influencing factors during the development of university science parks in china and it also proposes some innovative ideas and countermeasures from the perspectives of university, government and university science park itself respectively.The main conclusions obtained from this study are as the following: (1) University science parks, possessing some organizational characteristics such as innovation, service, dependence and buffer, are a new kind of social organization of the integration of industry, university and research. Their basic functions are theinnovation of R&D, the incubation of enterprises and the cultivation of talents , among which the incubation of enterprises is the key function. (2) As an high-tech enterprise incubator, science parks possess more advantages than other high-tech enterprises invested by universities directly. The construction of university science park is the more rational and effective way when the universities served for the society directly. (3) University science park maintains a good interacting relation with their university in technology transfer, the construction of disciplines and enterprise education of the university, It is an effective carrier for the development and innovation of the university . (4) The development of university science park needs some internal and external conditions. Their supporting universities should have sufficient innovation resources and there is a sound development environment in the area where the university science park is located. (5) University science park can foster the ability of independent innovation of enterprises and stimulate them to become the main bodies of technology innovation. (6) University, government and enterprise are all the main bodies of development of university science parks, the development of university science park not only depends on the independent work of any one of three, but also the cooperation innovation of the three sides.
