Public Colleges and Universities "Transformation of Systems": The Choice of Ways and the Arrangement of Systems

Since 1980s, it has been a very important innovation transforming systems in public colleges and universities in the process of global education privatization. In recent years, the systems in some colleges and universities in China have been transformed such as in Zhejiang Wanli College, Qiqihaer College, Yiwu Industry and Commerce College, Shuzhou Industrial Park College, Guangzhou City Construction College. However, there are some problems in the process of system transformation, and people are sensitive about them.Actually,the practices of system transformation in public colleges and universities in China are previous to theoretical researches. In theory, although some researches involved in it, it was not studied deeply. On the basis of the idea-"Pedagogics is a science which mainly studies education phenomena and problems and concludes some education rules", the thesis attempts to study the theoretical and practical bases of system transformation by analyzing the backgrounds of some cases happened at home and abroad. Meanwhile, it gives some suggestion on the choice of ways, the arrangement of systems and the prevention of some risks.The thesis consists of three parts.1.The first part, including Chapter Two and Chapter Three, analyzed the historical backgrounds of system transformation in public colleges and universities. Since 1970s, the administration of the public departments in the world has been innovated according to the theories—New Public Management Theory and Administration Theory. Its main purpose is to introduce market system to public departments so that they are gradually nongovernmental. Education department, one administration field of traditional public departments, should be nongovernmental according to the tendency in the world. So the thesis firstly discussed the essence, forms and basic characteristics of education privatization, and coordinated its main development approaches in the recent 20 years. As a result, the thesis found system transformation in public colleges and universities is a very important innovation in higher education systems in China, and it is the tendency of running a school in the future.2.The second part, including Chapter Three, Chapter Four and Chapter Five, studied the theoretical and practical bases of system transformation in public colleges and universities by focusing on the detailed analyses of eight cases happened at home and some Asian and Pacific countries. The thesis analyzed theoretical bases from Modern Property Right Theory, Competition Theory and Coexistence Relationship Theory of Higher Education Commonweal and Property. And it analyzed practical bases from the relationship between supply and demand and the basic practical structures of multi-economy. The author believes that the motives of system transformation in some public colleges and universities in China lie in the following: it can improve the quality and efficiency of running a school and enrich the forms of running public colleges and universities so that a basic competitive situation is formed between public and private colleges and universities.3.The third part, including Chapter Six, Chapter Seven and Chapter Eight, discussed the choice of ways, the arrangement of systems and the prevention of some risks. The author believes that the key to the success of system transformation lies in the choice of ways and the arrangement of systems. It is important to define ranges and bounds scientifically, to advance the steps steadily, and to explore various forms. Meanwhile, the government should pay more attention to the management of the colleges and universities in which the system is transformed, so as to promote the efficiency and justice of higher education. The types of system transformation which include profitable and nonprofit ones should be divided. The property rights of colleges and universities in which the system is transformed should be regulated clearly; and the relevant measures should be improved. At the same time, the capital from the society should be adopted into the colleges and universities in which the system is transformed. In this way, system transformation can be well developed and it can become an important power in the process of higher education popularization.Finally,the thesis discussed some possible risks and prevention in the practice of system transformation in public colleges and universities in China.
