As Higher vocational education is developing quickly, the development of Higher vocational education has shifted from the extension expansion to the connotation construction, and the main question of it is the quality. Based on these, this study has researched the safeguard system of specialized quality of Higher vocational education with the method of philosophy, systems analysis, vocational education, management science and decision theory, and finally proposes some significance viewpoints.
