Small hydropower is a kind of noncarbonic clean energy and is becoming more and more concerned around the world. Presently, the world is embracing various administrative systems on small hydropower. The theoretical research on small hydropower both domestic and abroad has shifted from the focus on techniques to the management of its development and our government's location and legislative protection when performing its duty. Foreign exploitation of small hydropower has obtained some experience as follows: adopting the preference; establishing a good administrative system; focusing on the technological improvement, etc. Yet, the rapid domestic development of small hydropower is due to the involvement of social forces and the proper preference. In China, there are some common problems concerned with small hydropower projects, such as insufficient annual utilization of electronic power, a great loss of power in the process of transmission, poor apparatus, low level of automation, low prices of electronic power, and outdated technology and installation.The analysis of assessment factors and the multi-level land multi-objective assessment approaches to the developmental projects may make the comprehensive assessment impartial, objective, and complete. The qualiticative and quantitative approach and the orderly method considered ideal are put forward to the solution of multi-objective policies on the construction of small hydropower. In positive analyse, under the discussion of Jinshao and Shuangling water pivot engineerings and Shiliugou power station, an index system including four indice on investment, economic return, environmental benefit and social benefit is established and a comprehensive assessment is made in use of the qualitative and quantitative method and the Fuzzy Multi-level and Multi-objective Assessment.Characteristics of small hydropower in China are concluded in the dissertation. In view of some common problems arising from the routine management in four aspects like carrying out system initiatives, promoting management initiatives, regulating local prices of small hydropower, and building up a sound policy and guarantee system, deep research on their solutions is carried out. In addition, it is stated that the development of small hydropower requires not only the sound law and a good institutional environment but also the improvement and reformation of small hydropower enterprises.According to the development principles of water resource like persistent utilization, scientific management, balance development, strategic tasks are discussed for Liaoning's sustainable development of small hydropower which is divided into three stages (Present, Mid-stage, Future) and its strategic objectives are also designed and advantages along with constraints are both analyzed. With regard to the comprehensive evaluation, Liaoning's development of small hydropower is a bit faster than the average in China and begins to gather momentum, although there are some unsatisfactory problems, such as the unreasonable human resource and a low speed of system reform.
