Western China's Development Projects bring new opportunity to Western Regions and accelerate the development of tourism. Under the surface of the development, there is a problem neglected by us, which is about the protecting of the tourist resources. In order to resolve the contradiction of development and protecting and realize sustainable development strategies, we must develop ecotourism built on ecotourism planning.The ecotourism resources system is established based on the feature of the ecotourism resources, society economy and environment conditions and relative theory. Besides, the content of it is also studied. First, the synthesis evaluation of ecotourism resources in Western China on AHP method; second, we compartmentalize functional zone as four parts and scope zone as patch, corridor and matrix using Landscape Ecology as the foundation; third, product positioning is done taking CI as the indirection; final, supervising and control system is needed to make planning system sustainable, which includes the control of environment capacity, planning of protecting project and advanced development of landscape. The purpose of the study is to realize the sustainable development strategies on ecology, society and economy benefit.On the foundation of these theories, GIS Analysis System in Western China is built up and the planning of ecotourism is studied in New Left Baerhu in Inner Mongolian. Hoping through the case studying, the thesis can make a work that case store to obtain jade for studying on our country ecotourism systematic planning theory and practice operation.
