In application of the theories and methodologies, i.e. microeconomics, game theory, information economics, institution economics and system theory, the dissertation has made a thorough and systematic research on the allocation and utilization of the scientific and technological resources in a region. Such a research is carried out from the two aspects: on one hand, giving a study to its (the allocation and utilization of the scientific and technological resources in a region) principles and laws; on the other hand, making an empirical analysis about it. Great efforts have been made to develop the relevant theories about it and remedy, to some degree, the existing defects in the research. The dissertation includes the following six parts:1. It respectively discusses the developing history and current situation of the research about the resource theories and the allocation and utilization of the scientific and technological resources in a region. What's more, it points out the defects in the relevant research about the allocation and utilization of the scientific and technological resources in a region. Finally it illustrates the purposes, significances and methods of the dissertation.2. It defines the content of science &technology resource ,and studies the principal on regional science& technology resource allocation、 the necessity of re-allocation and the influential factor and principal on regional science &technology resource utility, and provides the formula about regional science& technology resource utility rate. The dissertation discusses the instruction role of new institution economics theories including the institution doctrine of Ross, Coase theory, public selection theory and seeking-rent theory on regional science &technology resource.It founded a value module of regional science &technology personnel resource in various signaling,. and analyzed the credit mechanism of regional science &technology personnel resource;It founded the Cournot Model about regional science &technology fundamental condition with charge,and discussed making-choice strategies for various resource-employers. It analyzed the investing scope .investment target,investing aim included by three regional scientific and technical financial resource allocation and utility ,e.x. governmental scientific and technical investment, enterprise' scientific and technical investment and scientific and technical venture capital, examined the refereed experience and the problems by various regional science& technology resource allocation and utility methods,proposed the rules-obeyed of regional science& technology fundamental condition resource.5. Zhujiang triangle region ,Yangtze triangle region and surround Bohai sea region, and it emphasized to analyze comparably the regional scientific and technical resource and scientific and technical innovation between Shandong and Hubei.
