Research on Relationship and Integration among Civil Servant's Recruitment, Management and Exit Mechanism in China

The civil servant system, also called civil service in the west countries, is prevalently adopted as a kind of public staff management system. Nowadays, within the global competitive environment, the governmental function should not be relieved, but be strengthened. The global experience has showed that an effective government should be a finitely functional, lawful, highly democratic one, naturally, staffed with a shrewd,aggressive,energetic civil servant team.The government is mainly composed of civil servants , whose quality has a direct influence on the management efficiency, which means recruitment,management and exit mechanism in China - civil servant quality' important variable decides the efficiency of governmental management. In fact, the effect of civil servant's three mechanisms in China does not function well, although having gained some achievements, still existing some problems, which leads to low working efficiency of government. The reason for this situation is that the administrative workers have not viewed recruitment, management and exit mechanism in China as a whole body, lacking of further research on profound logic relationship of the three. This explains the reason and the purpose why the author chooses "Research on Relationship and Integration among Civil Servant' Recruitment, Management and Exit Mechanism in China" as the topic of this dissertation. Furthermore, through this dissertation research, to gain the aim of improving government efficiency.This dissertation is composed by 7 chapters, which can be divided into four parts:Firstly, The introduction of the dissertation. It mainly introduces the reason, the content, the method, the innovation and the defect of this research. It also introduces the theory basis and the trend of this research in the world. Furthermore, It explains the basic research element—civil servant, civil servant system, system and mechanism.
