At present, the domestic and foreign academic circles have just started the research of the public policy conflict. In the current Chinese society transition period, the public policy conflict is a quite outstanding problem and people pay a lot of attention to it. The public policy is one behavior rule which the government makes, the public policy conflict was called by peoplethe document fightsvividly. What is the public policy conflict? What is the conflict's essence? What is the conflict's reason? How can we govern it? These are all the questions that we need to reply and to solve. In this paper we will explore this new research field. In the author's opinion, on the surface public policy conflict is the different policy contents, policy goals, policy value orientations and so on, but in fact it is the conflict between the policy makers and the conflict of the benefits, the authorities, the ideas of them. In the modern society, the public policy conflict and the bureaucrat system have the intrinsic relation. Therefore, in this paper we take the theories of the Western bureaucrat especially Rational bureaucratic system theory, Bureaucratic behavior theory, The post-bureaucratic system theory as the analysis tools, analyzing the reason of the public policy conflict in the current Chinese society transition period, the intrinsic mechanism and logic of the public policy conflict and the basic way to solve the public policy conflict.This paper is divided into four chapters to elaborate the public policy conflict in the transition period of Chinese society.ChapterⅠis the analysis perspective of public conflict. This paper takes the theories of bureaucrat system as the analysis perspective to analyze the public policy conflict in the current Chinese society transition period. We introduce the basic contents of rational bureaucratic system theory, the bureaucratic behavior theory and the theory of post-bureaucratic system. The rational bureaucratic system theory from the perspective of system analysis provides institutional reasons of public policy, the bureaucratic behavior theory from the perspective of the interests of bureaucrats provides motivation reason the public policy conflict and the post-bureaucratic system theory provides methodology for us to study the way to govern the pulic policy conflict.ChapterⅡis the theoretical analysis of the public policy conflict. In this chapter we first mainly analyze the content and the essence of the public policy, and then describe the basic performances of the current Chinese public policy conflict and discusse the basic effect of the public policy conflict.ChapterⅢis the cause analysis of the public policy in the bureaucratic system perspective. By using the bureaucratic system theory and with the characteristic and reality of Chinese bureaucratic system, from three aspects of the bureaucratic agencies, bureaucrats and bureaucracy operation mechanism we explain the fundamental reasons of the pulic policy conflict in the transition period.ChapterⅣis the government path analysis of the public policy conflict in the current transition period of Chinese society. We mainly discuss the government way to resolve the public policy conflict the current transition period of Chinese society. The first is to construct suitable rational bureaucratic system for Chinese national conditions. The second is to accelerate the reform of government institutions. The third is to strengthen the monitoring of public policy conflict. The fourth is to strengthen capacity-building in the main body of the public policy. The fifth is to strengthen the building of public policy environment.
