The minority which have a long and traditional existence in modern china have their own characteristics, now they are at low tide because of their status for the developing position, potential, and competition, etc. In deed, following the multiform development of the society, the minorities should be considered and promoted much in national politics, economics, and cultural, etc, and the rule of ethnologic law, also need to be established. Because the rule of ethnologic law can reflect the ethical relationship and problems, which is very helpful for democracy and management, and it will stress the limitation of national power and the protection for the minorities' rights and interests. Ethnologic law is very important for ethnical relationship, ethnical unity, and for china to develop to be a society with rich and harmony. The function of the rule of ethnologic law is that it can be a basis to solve ethnical problems and promote ethnical development. Besides, the rule of ethnologic law construction should be carried out based by ethnical cultural environment. Law is not abstract, law is common, law has differences; therefore ethnologic law construction should be connected with the ethnical condition and traditional ethnical cultural background, and shouldn' t use the law of western countries or other parts of china entirely.The establishment, maturation and perfect of the rule of ethnologic law are very helpful to carry out ethnical equality, to eliminate the discrimination which has a long historical background, to enhance the national harmony and unity, to stabilize the society, to make communication and cooperation from one to another. Ethnologic law concludes there parts like the following: first, the law should confirm and protect minorities' obligatory and rights, second, the law should stick up for national comity , cooperation, and harmonious relationship, third ,the law will define the relationship between the national government and minorities autonomy governments, and minorities government and other governments like province. More importantly, the ethnologic law should be under the basis of constitution, should support the national unity, and should be helpful for minorities' benefits and rights, should aim at equality, freedom, and development. The right of minorities is the key of ethnologic law; all of the rules and principles should serve this key. The essential of the law is like the
