It is a most important way to promote the industrialization of science and technology by constructing and developing business incubators in China and most of the other countries. Business incubator plays an important role in speeding up the commercial use of scientific discoveries, cultivating the high-tech enterprises and the excellent enterprisers. The problem, namely, study on the sustainable development of the business incubator, is posed on account of the above background. The evaluation of business incubator development is a new subject, especially relate to the research progress of the sustainable development on macro-realm. The paper is based on the existing research results achieved by frontiers, took the evaluation indicator system and evaluation model of business incubator sustainable development as the center, and studied on the relevant problems of the evaluation of business incubator sustainable development. The paper also evaluated the state of business incubator sustainable development of the 10 business incubators of Shandong province in the period of 1999-2003. It is hoped that, as the strategic undertakings, the business incubator should be pushed forward to a high stage of sustainable development according to the study on the subject.In the dissertation the study on the business incubator sustainable development is mainly as follows:(1) Firstly, the management and administration theory of the business incubator is induced and analyzed historically and logically in respect of constructing and development, definition, classification, role, constructing condition, service standard and developing trend of the business incubator.(2) The theory of business incubator sustainable development is analyzed in the dissertation. The concept and meaning of business incubator sustainable development are defined initially in the paper. The business incubator sustainable development should be a mutual developing process of such threefactors as competitiveness, coordinating and growing according to the author. Such aspects as the probability, principal characters, theoretical foundation and influence factors are also discussed in the paper.(3) The theoretic frame and principles of constructing evaluation indicator system are established in the paper. And the evaluation indicator system is constructed, which consists of 3 aspects and 34 individual indicators, by means of the Delphi. The meaning and computing method of each indicator are also listed in detail.(4) The evaluation model of business incubator sustainable development, which consists of the competitiveness model, the coordinating model and the growing model, is constructed in the paper with the method of Factor Analysis, Regression Analysis and Cluster Analysis adopted. The state of business incubator sustainable development of the 10 business incubators of Shandong province during the period of 1999-2003 is evaluated.(5) The improving and control model of the business incubator sustainable development is constructed in the paper with the method of Factor Analysis and Regression Analysis adopted. The positive research of business incubator sustainable development is evaluated and some measures are put forward according to the concrete example.(6) The management and administration strategies, which consist of such aspects as operating mode, capital investment, human resources and the society support system of the business incubator, are advanced in the paper. Finally, it is prospected for the business incubator. It is also pointed out in the paper that the crucial factors to business incubator sustainable development be following market mechanism, increasing benefit result, improving prestige, sharing resources network, multiple investment, specialization, capitalization and internationalization.
