The construction industry in our country stays at a high level of accident in the entire industry, the most important and urgent duty of construction industry now in our country is safeguarding the constructor's personal operator safety and the health, creating a safety, hygiene, and comfortable work environment, raising the safety level of the construction.Our country always pay attention to the construction safety work, every construction enterprises have also done a lot of work to improve it, but the construction environment conditions is complex, the security technology and management still have many kinds of defects so far, and we shouldn't ignore the security devices and the personnel quality either.The paper has centered on the hazard management of the construction engineering to systematic research. It has researched the method of the determine existence of construction engineering project by systematic analyzing, from the construction environment, the operating personnel, the building material, the construction machinery equipment, the construction technology and craft, the construction management and so on each aspect. Studies using the system branch study analysis method, in the identification engineering construction hazard, grasps its characteristic, enters the good quota risk appraisal to the hazard, the division dangerous rank, determined the hazard the control area and carries on to the hazard has the needle to the natural prevention and the control.Firstly, this study found intrinsic, weakly, timely and multidimensional characteristic of the construction system from the feature of the construction and project. It requires overall, dynamic and advanced analyzing in the process of the management.Secondly, this paper has investigated the management and measure in the different stage of the hazard, it included the measure in managing and initial identifying the hazard in the stage of planning construction safety; the measure in automatic and dynamic identifying the hazard; the crash management in accident andemergency. So we can prevent the hazard with control in advance, supervisory control, warning and solving in emergency.Lastly, the aim of this paper was to investigate the hazard management of the construction project. The innovations of this paper are:1) The innovations on the measure of identifying the hazard. It combines the project management thinking with the management of hazard. With adopting safe network planning technology, we can define the extent of the hazard management. From the entire identification, it should assure both systematic and make the key points stand out;2) The innovations on the method of classifying the hazard. We should survey the hazard from view of the entire system. So we may take advantage of the all levels of the enterprises and projects to catch the key point on the hazard. The dangerous source can be divided into overall hazard and part hazard. And take different measures of evaluating the rate and level in dangerous to the different hazard;3) The innovations on the measure of evaluating the hazard. It combines the systematic comprehensive measure of evaluating dangerous with the part measure of evaluating dangerous. It will be advantage to use the technology of evaluating the hazard, and it will be more overall, exact and reliable in the data. It ensures to the mix up overall evaluation technology completeness and systematic merit and consider to individual event accuracy and reliability at the same time;4) The innovations on the safe network planning techniques. We Applied the safe network planning techniques to the construction engineering project hazard management. It could open up the thinking of the project management of the hazard; on the other hand, it provides one measure to dynamic control and use PDCA circle system in the hazard of the construction project management.Finally, the paper has also surveyed the contingency management on the construction engineering project of the hazard and hazard management information system. It has pointed out the standard of the contingency management on the construction project, proposed contingency management of the hazard framework. And it met the new requirements of the country construction contingency management system. It shows the measure that base on computer IT and networktechnology and a country level and enterprise level hazard information system platform. These platforms are: Expert decision system technology framework for dangerous source dynamic identification system and dangerous source evaluation system.
